Subject: Wisdom based skills

Is it true that wisdom based skills bypass the opponent's defense? What if the skill is part-wisdom based? Like for example, the swordsman's Imperium which is 60% wisdom & 40% strength. Will the 60% portion of the damage bypass the opponent's defense?
