1. I would not likely take salsa lessons. I can already dance salsa some (my wife is Puerto Rican, learning was required), but also I'd rather learn at home and show off while on vacation. There are enough Latinos locally, that I'm sure I could find a good instructor, if I planned ahead. As a spontaneous adventure, I might.
2. $8 is inexpensive. You have observed that it is steep for Ecuador's economy, but your demographic is not Ecuadorans. You must cater to your clientele and frankly people have an expectation that more expensive is better. I found a studio in Miami that charges $80 for four 45 minute lessons. $20 for an individual or $30 for a couple per lesson sounds reasonable to me. You'll be providing an ambiance that a studio in Miami can't match, and an experience that will be more memorable. Do not feel guilty, part of being a tourist is spending money.
3. Early afternoon, so the lessons are fresh for that evening.
4. U.S.

Good luck to you, I believe there are many people from the U.S. that would take lessons, especially women.
