The Heal, Feed, Explode, and Scare cards all come in the starter deck yes, but you only get one of each so they can be tricky to place. Because of that for all 4 I resorted to their usefulness as well as rarity.

Heal is the least useful as the same thing can be accomplished with shield cards... heal also seems to be quite common in booster packs.

Explosion is next because it costs 5 mana to get out of a 3 turn trap

Feed is higher because it only costs 3 mana to get out of a 5 turn trap

and scare is the most useful of the four cards since nothing else does the same effect.

Not sure if this justifies their placements, but that was the reasoning behind their placements... a combination of rarity and usefulness.


You second point of the others however I do like. I discounted the jousting shop because of the high cost compared to those I was proposing here, but since you make a good point of limiting tier II rare cards to booster pack cards so I will move them up a tier.
