 Subject: I think...
For:
A) Yes, there should be set of rules to keep citizenship. If not met player should be removed and replaced. This would make all citizens on ist active veners, making it fair for all citizens.

B)Yes, To balance player quantity per city, and distribute to the rest. Population per city should be the number of active players DW have divided by the number of cities.

C)Yes, The current system now sometimes have others cities left behind. It will be okay if attacks will be equal to all citites.

D) Others - No idea yet... Will post if i thought of something.
