But maybe not. I am sure that a lot of powerful people would want to continue ven killing and not want to fight very many NPCs because they would level too fast. Take me as an example. I want to level so I would want to be in a city that is more likely to be attacked by NPCs. At my high level I can't fight in a CBR anyway.
