But increased combat points would still only help a very small group of people at the expense of everyone else. Anybody can fish, and anybody can get arbitrarily good at fishing. The way the combat rules are set up, if you're not already at the top it's almost impossible to get there, and by the time you do, it will have almost certainly moved on.

If there was more opportunity for people to move up and down the combat standings, I wouldn't have any problem with your proposal, but in the current circumstances I think it would just convince (even more) people that seafaring isn't worth the hassle.
