How about changing the order of the clan list? Instead of by clan level, it can be by clan activeness. The most active clans go on top, and the very dead ones at the bottom. That will help ensure that a new player can join an active clan, rather than a dead one, so they can learn, improve and keep on playing. It will also encourage current players to log in daily and stay active to catch the eye of many newbies and try and stay on top of the clan list
