i'd say, you can buy it from the armour shop. certain pieces of armour from the shop can have stat boosts, but not all of them. when you hit level 30, you can also create custom armour, which can be more powerful than the armour in the shops, but NEVER has stats boosts.

hows that for an answer? lol
