 Subject: You have limited lower 30s players
by doing exactly what was done. Where before they used to have a larger number of players to attack, they are now severely limited. The likelihood of successfully attackin higher level players is much lower.

So, if they lowere 30s can be limited, why can't the higher level players as well?
