Subject: Battle caps

Unfortunately, this is already being used to manipulate the battle level caps that were put in to prevent high leveled players from attacking lower ones, elements are literally defeating the purpose of the battle level caps.

Idea: One should only be able change their level as long as they are not going from one cap to another.
