 Subject: Barkeeper blacklist
The admins should have a black list of users that refuse to serve drinks when they have been the barkeep. Anyone who is on that list should then be barred from holding the post of Barkeep in the future.

Note, I'm not talking about people who are either not online when having the bar or who are delayed in serving drinks due to doing something else when the drinks are requested. I'm talking about barkeep's who are there in local and delibrately not serving drinks to people for one reason or another.
