If the legendary campers do their massive killings repeatedly, they'd eventually level up

The you lower-leveled players, on the other hand, who's not so active in the Upper Ven gets left behind in the lower levels where you they won't be targeted as much by the those campers.

And of course, the campers would still be a legend. They invested a lot of time and effort in building up their characters so I think that's acceptable. Although in the higher levels, they won't have as many targets as they have in the lower levels
