 Subject: Demon Skill
The Discharge Skill of the Good Demon Vogel (Level 10)
does not seem to work for me. I gave it at 100% at all health ranges, but it never shows anything except:

~[Arch_Angel]~s Demon casts Discharge on x!

No effect or stat reduction at all.
