Each level has it's own minimum. Level 11's minimum is 6. Level 20's minimum is 15. Level 40's minimum is 30, and level 30's minimum is 30.

Each level has a cap; the level 30 cap is just one that has been changed.

My idea, is to get rid of elements. Though, I also had an idea that the sale of AP's should have stopped, but, as you can see, the Developers need their new cars.
