That PTG works only if you have inflicted damage to the opponent in another way. The effectiveness of PTG will be increased as the percentage of the opponents hits goes down.

For example, if you have inflicted less than 5% of an opponents total hit points in conventional means, then their is a small but measurable chance for PTG to work. This is why you can kill Jigar after just one hit with PTG, but it may take 50-100 tries.

With every 20% damage inflicted, the percentage chance of PTG goes up, and y the time you have inflicted greater than 80% damage it is almost a certainty.

Therefore, it is best used at the end of a battle, when your hits are less. If you so much as hit it with a sword earlier, it might allow you a small chance to work at anytime however, but it is small.

There have been some very famous posts confirming my observations, including a battle with about 100 PTG rounds that were ineffective, and another with a small bit of damage to the monster (either self-inflicted or by the player praying) and a positive result.
